On the central southern border of KS, southwest of Wichita; established Feb 26, 1867 from Kingman County. Name Origin: For Sgt. Marion Harper (?-1863), soldier in the Kansas cavalry killed in the Civil War.

On the northwestern border of OK, at eastern end of panhandle; organized Nov 16, 1905 from Woodward County. Name Origin: For Oscar G. Harper, an official at the OK constitutional convention (1906-07).
