In southwestern AR, northeast of Texarkana; organized Dec 15, 1818 (prior to statehood) from Arkansas County. Name Origin: For Edward Hempstead (1780-1817), delegate to Congress from MO.

Area (sq mi): 741.36 (land 728.77; water 12.59). Pop per sq mi: 32.10.
Pop 2005: 23,383. State rank: 31. Pop change: 2000-20005 -0.90%; 1990-2000 9.10%. Pop 2000: 23,587 (White 59.80%; Black or African American 30.40%; Hispanic or Latino 8.30%; Asian 0.20%; Other 6.20%). Foreign born: 6.40%. Median age: 35.20.
Income 2000: per capita $14,103; median household $28,622; Pop below poverty level: 20.30%. *Personal per capita income 2000-2003: $18,681-$20,320.

    More than 200 people were injured and hundreds of homes, businesses and other structures were destroyed or damaged along a 260-mile path from Hempstead County in the southwest to Greene County in the state's northeastern corner.
