Herring, E. (Edward) Pendelton (1903– ) political scientist; born in Baltimore, Md. He taught at Harvard (1928–47) before embarking on a second career as president of the Social Science Research Council (SSRC) (1948–68). He solicited leading social scientists to the SSRC's committees, enlarged the operating budget, and made data more accessible to policy makers.
