Houston, David Franklin (hy
`stən), 1866–1940, American cabinet officer and educator, b. Monroe, N.C., grad. South Carolina College, 1887, M.A. Harvard, 1892. He taught political science at the Univ. of Texas (1894–1902) and was later president of the Agricultural and Mechanical College of Texas (1902–5), president of the Univ. of Texas (1905–8), and chancellor of Washington Univ. in St. Louis (1908–16). He served in Woodrow Wilson's cabinet first as Secretary of Agriculture (1913–20), then as Secretary of the Treasury (1920–21). He later entered business in New York City.
