ITAR(International Traffic in Arms Regulations) U.S. State Department regulations that govern the export of restricted technology to foreign states other than Canada. The ITAR included restrictions on commercial encryption products until the end of 1996, when they were passed to the Export Administration Regulations (EAR) of the Department of Commerce. ITAR required Lockheed to limit shared data to only those areas which the partners are involved: "Certain partners are allowed to see only what they need to see to design their portion of the aircraft.
