To surround, encase, or enclose as if in a capsule; for example, the formation of a protective coating around a bacterium, or the enclosure of an item such as an electronic component in plastic.

encapsulate

To enclose, wrap or contain. Numerous electronic formats, including graphics, audio, video and especially network packets, are containers for the data. The actual data reside within the header and footer data of the container and are said to be "encapsulated" within the format. At the receiving end, the data are extracted ("decapsulated") for playback.
