established in 1988, and modelled on the influential right-wing INSTITUTE FOR ECONOMIC AFFAIRS, this left-wing UK THINK TANK has had a notable influence on key elements in the evolution of the thinking of NEW LABOUR, including its policies on constitutional reform, political participation (see CITIZENS' JURIES), environmental and regional policy, its thinking on NEW PUBLIC MANAGEMENT, and its educational policies.
