Kabakov, Ivan Dmitrievich 

Born Nov. 10 (22), 1891, in the village of Kniazh Pavlovo, in present-day Buturlino Raion, Gorky Oblast; died Oct. 3, 1937. Soviet state and party figure. Became a member of the Communist Party in 1914. The son of an unskilled laborer.

Kabakov began work as a metalworker. Becoming a member of the Sormovo committee of the RSDLP in 1916, he was elected to the Nizhny Novgorod and Sormovo Soviets in March 1917 and organized Bolshevik cells in business enterprises. He fought for the establishment of Soviet rule in Novgorod, engaged in party and soviet work in the city and the province, and was a member of the province party committee and of the province executive committee of the soviet. Kabakov became chairman of the Voronezh soviet in late 1918, secretary of the IaroslavP Province Party Committee in 1922, and first secretary of the Tula Province Party Committee in 1924 (until 1927). He became chairman of the Urals Oblast Control Commission of the ACP (Bolshevik) in 1928, first secretary of the Urals Oblast Committee of the ACP(B) in 1929, and first secretary of the Sverdlovsk Oblast Committee of the ACP(B) in 1934. A delegate to the Eleventh through Seventeenth Congresses of the party, Kobakov was elected a candidate member of the Central Committee of the ACP(B) at the Thirteenth Congress and a member of the Central Committee at the Fourteenth through Seventeenth Congresses.
