Kehra

an urban-type settlement in Harju Raion, Estonian SSR. It is located on the Jägala River, which flows into the Gulf of Finland. Railroad station on the Tallinn-Narva line. Population, 4,000 (1970). Kehra is the site of a pulp and paper combine.
