Khitrov, Stepan Dmitrievich 

Born Dec. 14 (27), 1910, in the village of Verkhnii Karachan, in what is now Gribanovskii Raion, Voronezh Oblast. Soviet state and party figure. Member of the CPSU from 1932.

The son of a peasant, Khitrov graduated from the All-Union Correspondence Polytechnical Institute in 1955. He served in the Soviet Army from 1933 to 1935. From 1935 to 1938 he was a construction technician and managing editor of a large-circulation newspaper published by a construction office in Voronezh.

Beginning in 1938, Khitrov engaged in party work. Between 1943 and 1959 he was secretary, then third secretary, and finally second secretary of the Voronezh oblast committee of the CPSU. In 1959 and 1960 he held a position in the apparatus of the Central Committee of the CPSU and served as chairman of the Voronezh oblast executive committee. From 1960 to 1967 he was first secretary of the Voronezh oblast committee of the CPSU, and in 1963 and 1964 he was first secretary of the Voronezh rural oblast committee of the CPSU. Khitrov became a candidate member of the Central Committee of the CPSU in 1961, and he became a full member in 1966. In 1967 he was appointed minister of rural construction. He was a deputy to the sixth through ninth convocations of the Supreme Soviet of the USSR.

Khitrov has been awarded two orders of Lenin, three other orders, and various medals.
