Kolegaev was one of the organizers of the Left Socialist Revolutionary (SR) Party. He represented the Left SR Party in the Council of People’s Commissars of the RSFSR as people’s commissar of agriculture beginning in December 1917. By order of the Central Committee of the Left SR Party, he left the government in March 1918 when the Brest peace treaty was signed.
