Kosarev, Vladimir Mikhailovich 

Born June 14 (26), 1881, in Petrovskaia Sloboda, now Noginsk Raion, Moscow Oblast; died Dec. 12, 1945, in Moscow. Soviet state and party figure. Member of the Communist Party from 1898. Son of a worker.

Kosarev carried on party work in Moscow. In 1908 he became a member of the bureau of the RSDLP of the Central Industrial Region. He was repeatedly subjected to repression. He was called up for military service in 1916 and carried on revolutionary work among the soldiers in Tomsk. He was chairman of the Tomsk soviet after the February Revolution of 1917. In 1918 he was chairman of the Omsk soviet and a member of the Urals committee of the RCP (Bolshevik). In 1919 he was secretary of the Rogozhskii raion committee of the party in Moscow. From 1919 to 1921 he was a member of the Siberian Revolutionary Committee and the Siberian Bureau of the Central Committee of the RCP (Bolshevik). In 1921-22 he was chairman of the Novonikolaevsk (Novosibirsk) provincial executive committee. He began working in the Central Control Commission in 1923. From 1928 he was engaged in leadership in the system of light industry. He began to receive a special pension in 1938. He was a delegate to the Eighth and Thirteenth through Fourteenth Party Congresses; at the Twelfth through Fifteenth Congresses he was elected a member of the Central Control Commission. He was a member of the Presidium of the Central Control Commission of the ACP (Bolshevik).
