Kurbatov, Aleksei Aleksandrovich 

Died 1721. Russian statesman.

A serf and butler of B. P. Sheremetev, Kurbatov in 1699 submitted to Peter I a plan for introducing a stamp duty in Russia for the purpose of increasing the state’s revenue. The plan was accepted and Kurbatov was given his freedom and taken into government service. Appointed vice-governor of Arkhangel’sk Province in 1711, he was accused of bribery and removed from his post in 1714. He died while on trial.
