organized in Orel in 1962. As of 1970, the institute contained departments of selection of leguminous plants, selection of groats, seed growing, agriculture (with agricultural-technology, agricultural-chemistry, and microbiology laboratories), plant protection, mechanization of selection and seed-growing processes, economics, and coordination of scientific research. There is also a department for the popularization and introduction of new techniques. The institute also has laboratories for genetics and cytology, biochemistry, physiology, technology, and routine analysis. There is an experimental seed-stock and seed-growing farm (4,797 hectares), where elite seeds and primary seeds of regionalized leguminous plants, cereal grains, and potatoes are grown. The institute primarily studies problems related to increasing production, raising the crop yield, and improving the quality of leguminous plants, buckwheat, and millet.

In 1965 the institute published Seiektsiia i semenovodstvo zernobobovykh kul’tur (Selection and Growing of Leguminous Plant Seeds) and in 1966, Bobovye i zernobobovye kul’tury (Beans and Leguminous Plants). The latter publication was prepared in collaboration with the Scientific Research Institute of Agriculture of the Central Regions of the Nonchernozem Zone. In 1966 the institute began publishing Nauchnye trudy (Scholarly Transactions).
