On southeastern border of KY; organized Mar 3, 1842 from Harlan and Perry counties. Name Origin: For Robert Perkins Letcher (1788-1861), U.S. representative from KY (1823-33; 1834-35), governor (1840-44), and U.S. Minister to Mexico (1849-52).

Area (sq mi): 339.12 (land 339.04; water 0.07). Pop per sq mi: 72.10.
Pop 2005: 24,434. State rank: 45. Pop change: 2000-20005 -3.30%; 1990-2000 -6.40%. Pop 2000: 25,277 (White 98.30%; Black or African American 0.50%; Hispanic or Latino 0.40%; Asian 0.30%; Other 0.50%). Foreign born: 0.40%. Median age: 37.90.
Income 2000: per capita $11,984; median household $21,110; Pop below poverty level: 27.10%. *Personal per capita income 2000-2003: $17,177-$19,367.
