Lieutenant Colonel 

(podpolkovnik), a military officer’s rank in the armed forces of the USSR and in some other states. It was introduced in the USSR on Sept. 1, 1939. The corresponding rank in the USSR Navy is captain second rank. The rank of lieutenant colonel appeared in the Russian Army in the 17th century. The rank also exists in the armies of the Federal Republic of Germany and the German Democratic Republic (Oberst-leutnant) and in France, Great Britain, and the USA.
