Measure 41 would allow tax deductions equal to the federal exemption to be substituted for the state exemption credit, while Measure 48 would limit state spending increases to the percent of population increase plus inflation each biennium. Supreme Court handed injured plaintiffs a significant victory on May 1, ruling unanimously to limit state Medicaid agencies' claims for reimbursement to the portion of any tort settlement attributable to past medical expenses.
