On the northeastern border of TX panhandle; organized Aug 21, 1876 from Bexar County. Name Origin: For Abner S. Lipscomb (1789-1858), AL legislator, secretary of state for the Republic of TX (1839-40), and associate justice of the TX supreme court (1846-58)
