Liubimov, Isidor Evstigneevich 

Born May 13, 1882; died Nov. 27, 1937. Soviet state and party figure. Member of the Communist Party from 1902. Born in the village of Starishchevo, Kologriv District, Kostroma Province. Son of a peasant.

From 1902 to 1906, Liubimov was engaged in party work in Yaroslavl, Kineshma, Vichuga, and Kostroma. He was a delegate to the Fifth (London) Congress of the RSDLP. Liubimov was a member of the Moscow Committee of the RSDLP from 1907 to 1910. After the February Revolution of 1917 he was chairman of the Minsk soviet and one of the organizers of the first congress of soldiers’ deputies of the Western Front. After the October Revolution of 1917 he became chairman of the executive committee of the Ivanovo-Voznesensk soviet. In 1919-20 he was a member of the Revolutionary Military Council of the Turkestan Front, a member of the Presidium of the Turkestan Central Executive Committee, vice-chairman of the Central Committee of the Turkestan CP, and chairman of the Council of People’s Commissars of the Turkestan Republic. He was involved in responsible work in the Ukraine in 1921.

Liubimov was chairman of the Chief Cotton Committee and a member of the Middle Asian Bureau of the Central Committee of the RCP (Bolshevik) from 1922 to 1924. He became chairman of the board of the Central Council of Consumers’ Societies in 1926. He was deputy people’s commissar of foreign and domestic trade and trade representative in Germany in 1930-31. He was appointed people’s commissar of light industry of the USSR in 1932.

Liubimov was a delegate to the Tenth and Fourteenth through Seventeenth Party Congresses and was elected a candidate member of the Central Committee of the ACP (Bolshevik) at the Fourteenth Congress and a member of the Central Committee of the ACP(B) at the Fifteenth through Seventeenth Congresses. He was awarded the Order of Lenin.
