Lobanov, Pavel Pavlovich 

Born Jan. 2 (15), 1902, in the village of Staro, in present-day Dmitrov Raion, Moscow Oblast. Soviet statesman. Agricultural economist; academician (1948) of the V. I. Lenin All-Union Academy of Agricultural Sciences (president 1956–61 and since 1965). Hero of Socialist Labor (1971). Became a member of the CPSU in 1927.

In 1925, Lobanov graduated from the K. A. Timiriazev Moscow Agricultural Academy. In 1936–37 he was a subdepartment chairman in the Moscow Institute of Land Allocation. In 1937 he was rector of the Voronezh Agricultural Institute. He served as deputy people’s commissar (1937–38) and people’s commissar (1938) of agriculture of the RSFSR and as people’s commissar of grain sovkhozes and cattle-raising sovkhozes of the USSR (1938–46). Lobanov was first deputy minister of agriculture of the USSR from 1947 to 1953, and from 1953 to 1955 he worked as first deputy chairman of the Council of Ministers of the RSFSR and minister of agriculture of the RSFSR. He was subsequently deputy chairman of the Council of Ministers of the USSR (1955–56) and deputy chairman of the State Planning Committee of the USSR (1961).

At the Eighteenth Congress of the CPSU, Lobanov was elected to the Central Auditing Commission. He was a delegate to the Twentieth, Twenty-third, and Twenty-fourth Congresses of the CPSU. At the Twentieth Congress of the CPSU, Lobanov became a candidate member of the Central Committee of the CPSU. From 1956 to 1962 he was chairman of the Council of the Union of the Supreme Soviet of the USSR. He was a deputy to the fourth, fifth, seventh, and eighth convocations of the Supreme Soviet of the USSR and a deputy to the first through fourth convocations of the Supreme Soviet of the RSFSR. He was named an honorary academician of the Academy of Agricultural Sciences of the German Democratic Republic in 1968 and of the Bulgarian Academy of Sciences in 1967 and became a foreign member of the Polish Academy of Sciences in 1971. He is an honorary member of the Royal Agricultural Society of Great Britain (1968).

Lobanov’s basic works deal with agricultural management in various environmental-economic zones and with intensification of agricultural work in the nonchernozem zone, virgin lands, and long-fallow lands. He has been awarded two Orders of Lenin, the Order of the October Revolution, the Order of the Red Banner of Labor, and medals.
