Lokhtin, Vladimir Mikhailovich 

Born 1849; died 1919. Russian hydraulic engineer and hydrologist.

After graduating from the St. Petersburg Institute of Transportation Engineers in 1875, Lokhtin took part in work to improve navigation on tributaries of the Kama River. From 1884 to 1890, using a system he had devised, he supervised the channeling of the Dnester. From 1892 to 1899 he directed the organization and execution of similar work on the Volga.

Lokhtin’s major work, The Mechanism of the Riverbed (1895), deals with the formation of riverbeds, with the effects of engineering on them, and with the development of navigation and the economics of the river routes of Russia. Lokhtin was editor of the journal Vodnye puti i shosseinye dorogi (Water Routes and Highways).
