Lowndes, William (1782–1822) U.S. representative; born in St. Bartholomew, S.C. A plantation owner and gifted orator, he was elected to Congress (Rep., S.C.; 1811–22) with his friend John Calhoun, pressing for war against England and chairing the Committee on Naval Affairs. While chairman of the Committee of Ways and Means, he supported creation of the second U.S. bank in 1815. Declining diplomatic appointments because of poor health, he supported the Missouri compromise to allow that state its own constitution. How to thank TFD for its existence?
