In north-central PA, southwest of Scranton; organized Sep 25, 1786 from Northumberland County. Name Origin: For Anne Cesar, Chevalier de la Luzerne (1741-91), French diplomat who helped negotiate the termination of the American Revolution.

Area (sq mi): 907.13 (land 890.81; water 16.32). Pop per sq mi: 351.20.
Pop 2005: 312,861. State rank: 12. Pop change: 2000-20005 -2.00%; 1990-2000 -2.70%. Pop 2000: 319,250 (White 96.00%; Black or African American 1.70%; Hispanic or Latino 1.20%; Asian 0.60%; Other 1.10%). Foreign born: 1.90%. Median age: 40.80.
Income 2000: per capita $18,228; median household $33,771; Pop below poverty level: 11.10%. *Personal per capita income 2000-2003: $25,891-$28,026.
