Maksarev, Iurii Evgen’evich 

Born July 28 (Aug. 10), 1903, in Port Arthur (present-day Lüshun), China. Soviet state figure. Hero of Socialist Labor (1943). Member of the CPSU since 1921.

Maksarev’s father served in the armed forces. Maksarev graduated from the Leningrad Technological Institute in 1930. In his youth, beginning in 1918, he worked as a fitter. He served in the Red Army from 1920 to 1922 and fought in the Civil War. He was a ship’s stoker from 1922 to 1924. Between 1930 and 1938, Maksarev worked at the Krasnyi Putilovets (now Kirovskii) Plant in Leningrad as a foreman, shop mechanic, and deputy head engineer. From 1938 to 1946 he was the director of a machine-building plant.

Maksarev became first deputy minister of Transportation Machine Building of the USSR in 1946 and was named minister in 1950. He was appointed deputy chairman of the State Committee for Science and Technology of the Council of Ministers of the USSR in 1955 and was named chairman in 1957. From 1961 to 1974, Maksarev was chairman of the Committee for Inventions and Discoveries Under the Council of Ministers of the USSR. From 1974 to 1978 he served as chairman of the State Committee for Inventions and Discoveries of the Council of Ministers of the USSR.

Maksarev was a candidate member of the Central Committee of the CPSU from 1952 to 1961. He served as a deputy to the second convocation of the Supreme Soviet of the USSR.

A recipient of the State Prize of the USSR, Maksarev has been awarded seven Orders of Lenin, the Order of the October Revolution, four other orders, and various medals. Maksarev retired in 1978.
