Mal’tsev, Nikolai Alekseevich 

Born Mar. 10, 1928, in Maikop, Krasnodar Krai. Soviet state figure. Candidate of technical sciences (1974); Hero of Socialist Labor (1971). Member of the CPSU since 1953.

The son of a worker, Mal’tsev graduated from the Groznyi Petroleum Institute in 1951. He subsequently worked as an engineer and as an economic administrator in the Tatneft’ Association. From 1961 to 1963 he was head of the Administration of the Petroleum Industry of the Perm’ Council of the National Economy. He directed the Permneft’ Production Association from 1963 to 1972. Mal’tsev was first deputy minister of the petroleum industry of the USSR from 1972 to 1977 and became minister in 1977. He became a candidate member of the Central Committee of the CPSU in 1981.

Mal’tsev was a deputy to the ninth and tenth convocations of the Supreme Soviet of the USSR and has been awarded two orders of Lenin, the Order of the October Revolution, the Order of the Badge of Honor, and a medal.
