Miliutin, Vladimir Pavlovich 

Born Nov. 5, 1884, in the village of Aleksandrovo, L’gov District, Kursk Province; died Oct. 30, 1937. Soviet party and state figure. Economist. Active in the Social Democracy movement from 1903, siding with the Mensheviks. Member of the Communist Party from 1910.

Miliutin was the son of a rural schoolteacher. He studied at the University of St. Petersburg and conducted party work in a number of cities, including Kursk, Moscow, and St. Petersburg. After the February Revolution of 1917 he became a member of the Saratov committee of the RSDLP (Bolshevik) and chairman of the Saratov soviet. He was a delegate to the Seventh (April) All-Russian Conference and the Sixth Congress of the RSDLP(B), at which he was elected a member of the Central Committee.

In the first Soviet government Miliutin was people’s commissar for agriculture. From 1918 to 1921 he was deputy chairman of the Supreme Council on the National Economy. He was the Comintern representative in Austria and the Balkans from 1922 to 1924. In 1924 he became a member of the Collegium of the People’s Commissariat of the Workers’ and Peasants’ Inspectorate. Subsequently, he was deputy chairman of the Communist Academy (1925–27). From 1928 to 1934 he was the director of the Central Statistical Administration of the USSR, and later, deputy chairman of Gosplan (the State Planning Commission of the USSR). In 1934 he became chairman of the Academic Council of the Central Executive Committee of the USSR. He was a member of the Council of Labor and Defense and the Central Executive Committee of the USSR.

Miliutin wrote numerous works on economic questions, including Agrarian Politics in the USSR (1926) and A History of the Economic Development of the USSR (1928). He was a delegate to the Eighth, Tenth, Eleventh, and Fourteenth through Seventeenth Party Congresses. At the Ninth and Tenth Congresses he was elected a candidate member of the Central Committee and, at the Thirteenth through Sixteenth, a member of the Central Control Commission of the ACP(B).
