Neff, Pat Morris (1871–1952) governor, educator; born near McGregor, Texas. An attorney, he served in the Texas house of representatives (Dem., 1901–05), becoming Speaker in 1903. As governor of Texas (1921–25), he founded Texas Technological College and South Texas State Teachers College. He used martial law to control the Limestone and Freestone County oil boom.
