Neporozhnii, Petr Stepanovich 

Born June 30 (July 13), 1910, in the village of Tuzhilovka, now within the city limits of Iagotin, Kiev Oblast. Soviet state and party leader; professor (1952), doctor of technical sciences (1959). Active member of the Academy of Construction and Architecture of the USSR (1956–63). Member of the CPSU since 1940. Came from a peasant family.

Neporozhnii graduated from the Leningrad Institute of Water Transportation Engineers in 1933 as a hydraulic engineer specializing in river structures. From 1933 to 1935 he was in the navy. From 1935 to 1937 he worked at a design institute in Leningrad and on construction of the Chirchik Hydroelectric Power Plants (Chirchikstroi). From 1937 to 1940 he was a functionary in the People’s Commissariat for Heavy Industry. From 1940 to 1954 he was chief engineer and head of a design institute in Tashkent, and also chief engineer for construction of hydroelectric power plants in Leningrad Oblast and the Ukraine.

From 1954 to 1959, Neporozhnii was deputy chairman of the Council of Ministers of the Ukrainian SSR and chairman of the State Committee on Construction of the Ukrainian SSR. From 1959 to 1962 he was first deputy minister of the USSR for construction of electric power plants, and in 1962–63, minister of electric power development and electrification of the USSR. From 1963 to 1965 he was chairman of the State Production Committee on Power Engineering and Electrification of the USSR (a minister of the USSR). Since September 1965 he has been minister of electric power development and electrification of the USSR. At the Twenty-third Party Congress (1966), he was elected a candidate member of the Central Committee of the CPSU, and at the Twenty-fourth (1971) and Twenty-fifth (1976) congresses he was elected a member of the Central Committee. Neporozhnii was a deputy at the seventh through ninth convocations of the Supreme Soviet of the USSR. He has been awarded the Lenin Prize (1968), three Orders of Lenin, two other orders, and medals.
