Noulens, Joseph 

Born 1864; died 1939. French politician and diplomat; senator (1920).

From 1902 to 1919, Noulens was a member of the Chamber of Deputies. From 1913 to l914 he was minister of war, and from 1914 to 1915 minister of finance. In June 1917 he became the French ambassador to Russia. During the period of the bourgeois Provisional Government, he encouraged active interference by France and England in the internal affairs of Russia. After the October Revolution, he helped organize and support White Guardist conspiracies and uprisings against Soviet power.

In connection with the failure of the Lockhart conspiracy, Noulens left Russia, continuing his anti-Soviet activities in France. Under his leadership, the Society of French Interests in Russia, meeting in Paris in February 1922 to prepare for the forthcoming Genoa Conference, demanded that there be no negotiations with Soviet Russia until the Soviet regime acknowledged the tsarist debts.

In 1933, Noulens published My Mission in Soviet Russia.
