October Manifesto

Document issued by Tsar Nicholas II in October 1905. In response to the unrest caused by the Russian Revolution of 1905 and on the advice of his minister Sergey Witte, Nicholas promised to guarantee civil liberties and establish a popularly elected Duma. The manifesto satisfied the moderate revolutionaries, and further unrest was crushed. In 1906 the Fundamental Laws were established to serve as a constitution and to create the Duma. The Duma was in fact given only a limited voice in the government, and the civil rights actually granted were far less substantial than those promised by the manifesto.

After the tsar's announcement of the October Manifesto, participants of a patriotic procession clashed with Jews who were celebrating the political concessions given by the monarchy.
The focal point of Charters Wynn's study of the working class in the Ukraine's iron and coal belt is October 1905: in that month workers in Ekaterinoslav and elsewhere in the region mounted an impressive general strike that as part of the national strike wrested the October Manifesto from Nicholas II; a few days later many of those same workers took part in devastating pogroms in Ekaterinoslav and other cities.
The fate of the October Manifesto was determined by developments that unfolded in the halls and backrooms of both the Winter and Tauride Palaces.
