In northeastern GA, southeast of Athens; organized Dec 19, 1793 from Wilkes County. Name Origin: For Gen. James Edward Oglethorpe (1696-1785), founder of GA and English humanitarian who proposed that GA be settled by former prisoners; first governor of GA under the charter granted to him.

Area (sq mi): 442.17 (land 441.11; water 1.06). Pop per sq mi: 30.90.
Pop 2005: 13,609. State rank: 109. Pop change: 2000-20005 7.70%; 1990-2000 29.40%. Pop 2000: 12,635 (White 77.70%; Black or African American 19.80%; Hispanic or Latino 1.40%; Asian 0.20%; Other 1.60%). Foreign born: 0.80%. Median age: 36.80.
Income 2000: per capita $17,089; median household $35,578; Pop below poverty level: 13.20%. *Personal per capita income 2000-2003: $21,533-$22,979.
