Section ten of the act instructed the board to "take into consideration" a long list of policy considerations as it formulated a water resources program, including this specific mandate: "[t]he maintenance of minimum perennial stream flows sufficient to support aquatic life and to minimize pollution shall be fostered and encouraged if existing rights and priorities under existing laws will permit.
A narrow (approximately 30 m wide) riparian forest occurs along the banks of the East Fork of White Lick Creek, a medium-sized perennial stream that bisects the study area.
California's droughts have not helped the situation, as normally perennial streams have dried in recent years and even more aquatic habitat disappeared.
