On central-eastern border of AR; organized May 1, 1820 (prior to statehood) from Arkansas County. Name Origin: For Sylvanus Phillips (1766-1830), who explored the area along the Arkansas River in the 1790s.

On northeastern border of CO; organized Mar 27, 1889, from Logan County. Name Origin: For R. O. Phillips, an offical in the Lincoln Land Company, which organized many of the towns in eastern CO.
