But it's difficult to find enough accessible polling sites for hundreds of thousands of voters, and it's expensive to place specially equipped machines at each site.
One polling site in a nicer neighborhood next to a police station had 5,000 voters by 1400.
It also alleges that toll-flee help lines were so jammed during the August primary that many voters were unable to find out their correct polling site.
