Theophilus (Presbyter)

 pseudonym of Roger of Helmarshausen

(flourished 12th century) German monk and writer. He is known for his De Diversis Artibus (c. 1110–40), a thorough account of the techniques of almost all the known crafts of the early 12th century. From his writings it can be deduced that he was a practicing craftsman of the Benedictine order.

Vatican II's recovery of the constitutive role of collegiality in Catholic ecclesiology was a catalyst for the postconciliar development of such participatory structures as the Synod of Bishops and diocesan presbyteral and pastoral councils.
Parish and diocesan pastoral councils, like presbyteral councils, are in place, but they do not seem to work very well.
Look again at the usual and ordinary mechanisms now on the books for church governance, mechanisms like parish councils, diocesan pastoral councils, presbyteral councils, finance councils, many of which have been coopted by bishops or pastors, have fallen into disuse, or ceased to be effective.
