Presidential Message 

in bourgeois state law, a president’s address to parliament, either written or presented by the president himself. Bourgeois constitutions regard the presidential message as a way of informing parliament of the government’s policy.

Presidential messages are most common in the presidential republics, where the president is also the head of government. In these countries, the head of state may in fact exercise his right to legislative initiative through the presidential messages. There are different types of presidential messages. Thus, for example, the president of the USA sends three messages to Congress: messages on the state of the union, on the state of the economy, and on the budget. In Mexico the presidential message is the president’s report to parliament presenting an appraisal of the overall state of the country and the legislative program for the coming year.
