(networking)Primary Domain Controller - (PDC) Each Windows NT domain has a Primary Domain Controller and zero or more Backup Domain Controllers. The PDC holds the SAM database and authenticates access requests from workstations and servers in the domain.

Simply put, the primary domain controller (PDC) server automatically establishes an Internet protocol address for network hardware.
Among the new features, the new Lightweight Directory Access Protocol (LDAP) support enables users to import user and user group information from existing directory services that use LDAP, including LDAP, Primary Domain Controller (PDC) and Active Directory.
I have already used Backup for Workgroups to replace a failed primary Domain Controller.
