While the primary balance target was also met, the program ceiling on net government financing by the Banque du Liban (BdL) was missed.
The new target, which will be included in the government's new fiscal policy guidelines due out later this month, aims to halve the ratio of the primary balance deficit to the nation's gross domestic product by the end of March 2014, the sources said.
Aso has said he is willing to break Koizumi's pledge in 2006 to achieve primary balance -- where revenue matches government spending minus debt payments -- by the 2011 fiscal year.
