On the central eastern border of NM; organized Jan 28, 1903 (prior to statehood). Name Origin: For Lt. Col. Matthew S. Quay (1833-1904), U.S. senator from PA (1887-99; 1901-04) who was active in establishing the area.

Area (sq mi): 2881.80 (land 2874.93; water 6.87). Pop per sq mi: 3.20.
Pop 2005: 9,259. State rank: 26. Pop change: 2000-20005 -8.80%; 1990-2000 -6.20%. Pop 2000: 10,155 (White 58.60%; Black or African American 0.80%; Hispanic or Latino 38.00%; Asian 0.80%; Other 16.20%). Foreign born: 3.40%. Median age: 41.50.
Income 2000: per capita $14,938; median household $24,894; Pop below poverty level: 20.90%. *Personal per capita income 2000-2003: $18,924-$19,812.
Unemployment 2004: 6.30%. Change from 2000: 1.90%. Median travel time to work: 15.10 minutes. Working outside county of residence: 8.40%.
