resource manager (1) Software that keeps track of the available hardware and/or software components for a system, project or application. Refers to a variety of applications, all of which are specialized for many different purposes. See resource.(2) The component within a database management system (DBMS) or a third-party utility that manages the state of a transaction. The transaction manager (TP monitor) communicates with the resource managers to apply the transaction. If a part of a transaction fails, the resource managers are informed to restore the previous status of their databases. (3) Software that manages resources in a network. See Cisco Resource Manager.
