The amount of time it takes for the disk to rotate until the required location on the disk reaches the read/write head.
rotational delay [rō′tā·shən·əl di′lā]
(computer science)
The time required for a disk or other random-access storage device to reach a position where the read/write head can be positioned over the desired data.
