Rottert, Pavel Pavlovich 

(also P. P. Rotert). Born July 4, 1880, in Belostok (now Białystok, Poland); died Nov. 11, 1954, in Moscow. Soviet civil engineer, active in economic affairs; doctor of technical sciences.

Rottert graduated from the St. Petersburg Institute of Civil Engineers in 1911. He took part in the student movement during the Revolution of 1905–07. After the February Revolution of 1917 he became chairman of the Soviet of Deputies of the Southern Railroads and fought against Kornilov’s forces. From 1925 to 1927 he directed the construction of Gosprom House in Kharkov, at that time one of the largest buildings in the USSR. From 1927 he was deputy chief engineer of Dneprostroi. In 1931 he became the director and chief engineer of Metrostroi and directed the construction of the first two sections of the Moscow subway. From 1938 Rottert was engaged in scholarly work. He was elected a member of the All-Russian Central Executive Committee. He was awarded the Order of Lenin and the Order of the Red Star.
