Roxas 

(formerly Capiz), a city and port in the Philippines, on northern Panay Island. Capital of Capiz Province. Population, 69,400 (1970). Agricultural products are processed in Roxas. Cottage production is represented by the manufacture of the national fabrics piña and sinamay, and fishing nets, mats, and shoes from Manila hemp.
