The ministers, compelled to obey the princes or the Chambers who impose upon them the distribution of the public moneys, and forced to retain the workers in office, proceeded to diminish salaries and increase the number of those workers, thinking that if more persons were employed by government the stronger the government would be.
Among the passengers was a number of officials and military officers of various grades, the latter being either attached to the regular British forces or commanding the Sepoy troops, and receiving high salaries ever since the central government has assumed the powers of the East India Company: for the sub-lieutenants get 280 pounds, brigadiers, 2,400 pounds, and generals of divisions, 4,000 pounds.
There was not money enough of any kind, in many parts of the country, to pay the salaries of the ministers; so that they sometimes had to take quintals of fish, bushels of corn, or cords of wood, instead of silver or gold.
