Scientific Methodology Center 

an auxiliary educational institution that usually develops curricula and programs, documents relating to educational standards and methodology, literature, textbooks, and teaching aids. It also studies, summarizes, and disseminates advanced pedagogical knowledge, renders assistance to teachers and instructors of vocational training, and provides for advanced training of pedagogical and engineering-pedagogical personnel and other specialists. Scientific methodology centers are established under the ministries and departments that have boards (divisions) charged with the basic and advanced training of specialists and the vocational instruction of workers.

Centers of teaching methodology, which exist under the divisions of public education, administer exchange of experience and render methodological aid to teachers and provide them with literature.
