Khabalov, Sergei Semenovich 

Born Apr. 21 (May 3), 1858; died 1924. Russian military figure. Lieutenant general (1910).

Of gentry origin, Khabalov graduated from the Mikhailovskoe Artillery School in 1878 and the Academy of the General Staff in 1886. In the early part of his military career, he held various staff positions, and between 1903 and 1914 he was head of a number of military schools. From 1914 to 1916 he was military governor and commander of the forces of the Ural’sk Oblast; he was also appointed ataman of the Ural Cossack Host. In June 1916 he was named chief officer in charge of the forces of the Petrograd Military District, and in February 1917, commander of the Petrograd Military District. During the February Revolution of 1917, Khabalov attempted to suppress the uprising in Petrograd, but his troops refused to carry out his orders. On February 28 (March 13), he was arrested and imprisoned in the Peter and Paul Fortress. In October 1917, the charges against Khabarov were dismissed. On November 11, (24), he was discharged from the army, after which he emigrated.
