Member of the CPSU since 1941. Siforov graduated from the V. I. Lenin Leningrad Electrical Engineering Institute in 1929. From 1930 to 1941 and from 1946 to 1952, he taught at the institute, becoming a professor there in 1938. Between 1928 and 1941 he worked at the Institute of Radio Broadcasting Reception and Acoustics (until 1938, the Central Radio Laboratory), and from 1941 to 1953 he taught at the Leningrad Air Force Engineering Academy. In 1953 and 1954 and between 1955 and 1957, Siforov worked at the Radio Research Institute, and in 1954 and 1955 he was deputy minister of the radio engineering industry in the USSR. In the years 1954–66 he was associated with the Institute of Radio Engineering and Electronics of the Academy of Sciences of the USSR. In 1966 he became director of the Institute of Information Transmission Problems of the Academy of Sciences of the USSR.

Siforov’s main works have been devoted to theoretical questions on the stability of resonant amplifiers, the detection of signals and frequency conversion, radio reception at microwave frequencies, pulse radio communications, and radio navigation. He has also been concerned with the theory of information transmission and with methods of detecting radar signals and controlling radio interference.

In 1954, Siforov became chairman of the Central Board of the A. S. Popov Scientific and Technical Society for Radio Engineering, Electronics, and Communications.
