In December 1998, for example, 3,000 tons of mercury-laden waste generated by Formosa Plastics of Taiwan was dumped in a field near Sihanoukville, Cambodia, allegedly sickening several villagers and sparking a rumor that the material was radioactive. The ships that carried the supplies to Sihanoukville and Haiphong came from NATO allies and used propulsion systems that our State Department could have kept out of Soviet hands. A late 1998 incident, in which toxic chemicals unwittingly imported from Taiwan Province of China brought fear, death and anger to the Cambodian port city of Sihanoukville, will be much easier to prevent in future under a new international convention. |
