Sims, William Snowden (1858–1936) naval officer; born in Port Hope, Ontario, Canada. As the inspector of target practice (1902–09) he brought about great improvements in naval gunnery. He commanded the Atlantic Torpedo Flotilla (1913–15) and was president of the Naval War College (1917). He was named commander of U.S. naval forces in European Waters (1918). He was a coauthor of The Victory at Sea (1920) which won a Pulitzer Prize in history. How to thank TFD for its existence?
