Sipiagin, Dmitrii Sergeevich
Born Mar. 8 (20), 1853, in Kiev; died Apr. 2(15), 1902, in St. Petersburg. Russian state figure. Sipiagin came from a family of dvoriane (nobility or gentry) in Moscow Province and graduated from the University of St. Petersburg in 1876. He was governor of Courland in 1888 and of Moscow from 1891 to 1893. In that year he served as assistant minister of state domains, becoming assistant minister of internal affairs in 1894, chief administrator of the Ministry of Internal Affairs in October 1899, and minister of internal affairs in 1900. Sipiagin carried out punitive actions against the labor, peasant, and student movements and implemented a policy of russification in Finland. He convened the Special Conference on the Needs of Agricultural Industry (1902). Sipiagin was fatally wounded in the Mariinskii Palace by the Socialist Revolutionary S. V. Balmashev.
